I'm looking for a 24-position lined fretless bass with dots on the fingerboard. I'm looking for something off the shelf. I don't know enough to order a custom Keisel or similar.

Surprisingly, there isn't much in this category. One of the few that I could find is the Ibanez SR370E.

Any other suggestions in the thousand dollar range?

Sounds like your best bet would be watching the classifieds for a formerly-fretted instrument that has been converted. That would give you lines and dots.

Either that or look into the costs of taking a fretted bass you like and having it defretted. Either way, you'd have a lot more options to explore.

Got this a few months ago and would recommend it.
No dots on the fret board but it’s has side dots.

Yes and no, side dots and lines. The lines are about a 3/8ths of an inch long wrapping around the edges. I would never of thought this would work until i picked one up and started playing. I was never confident with an unlined board but playing the SR705 changed my mind. IMHO this is a brilliant solution.
Might depend on which production run. The Portamentos I've played have sidelines right to the edge of the fretboard but don't wrap over the top. I agree, it works much better than expected.

OP was requesting lines and markers on the fingerboard though, so I was trying to stay within those constraints.

The SRF line is awesome, but AFAIK they have only piezo pups, so yes, try before you buy.

Without fret markers a lined fretless is useless to me, so I get where you are coming from. Honestly, My preference would be fret lines ONLY where the fret markers would be (1st, 3rd, 5th, etc) but that is a custom job in every way. Haven't found anyone who was willing to try that so I bought all the equipment and will be building my own fretless this year. I'll second what other have suggested with the adhesive fret dots. They work really well.

Does it have to be new? Carvin LB 70
It's a well built American made neck-through that checks all your boxes, and below your budget to boot.
(not mine, I just always admired these. I used to get the catalogs when I was a kid)

I'll weigh in because I've been playing a SR370EF for 8 months, and I've been looking at all the upgrade options ever since I picked that bass up and discovered I love fretless. I love the SR370EF, it is an excellent fretless, only limited by it's super thin neck and somewhat meh preamp.

Here's what I concluded in search for upgrade path:

1. ESP LTD is an excellent value and has a solid sound, is a good player, but is heavy and the ergonomics of the body are not great. It is thick and tough on the plucking arm.
2. Ibanez SRF700 is very good, but the Bart p'ups are a little meh. The side lines are adequate to indicate position on the board but it has an extended range and they aren't going to be super helpful in the 24 - 30 fret line area, but then again, lines don't help much in upper register anyway.
3. SRF500 series is pure piezo and will lack EB tone, but is a great player.
4. SRF900 is excellent, superior to the 700, better p'ups. I almost bought one instead of the Sadowsky MetroExpress I just ordered. It has ghost lines, which you are not really going to be able to see while playing. You would orient by the side dots, but I had concern as to how visible those are in daylight, since they are luminous variety.
5. Sire fretless have limitations right now, either with visibility of side lines, preamps (or lack thereof), p'up issues, or limited availability. Once they get their issues worked out, they are (or will be) solid choices.

Anyway, I went with unlined with the Sadowsky. You can get a lined one pretty close to your price budget from SW.
