There has never been an SPL test of every amp/cab combination out there. So there is no measured "loudest," period.
There is no "best-featured" head. Sure, there are heads with different features. For example, the EQ on an SWR, Eden, Mesa, GK, Genz, etc are all different. Is one better? You decide.
"What's the best car?" Is it a Ferrari? Not if you're carrying cargo. Is it an SUV? Not if you're racing.
What's the best meal? Who's the best bassist?
There is no answer to your question. "Best" is a combination of all the factors that differ. Sound, size, weight, price, loudness, availability, appearance, reliability, serviceability. You pick the requirements you need.

The best EQ is Klark Technik
The best car is a Pontiac GTO
The best SUV is a Suburban
The best meal is Grilled tenderloin with pepper wine sauce
The best bassist is one of those unknown names that gives clinics and always blows you away
