A metal pedal is used for endurance.
Better than plastic pedals like for example Behringer or Danelectro.
A metal pedal can take harder use than a plastic one.

I Have the original metal pedal, Its worth the money imo, They sound pretty good, But they DO cut out a bit of the low end

That is a distortion pedal. Many manufacturars label the highest gain distortion pedals in their range they offer as "metal".
As to your question what "vibe" is, I now know you mean the Danelectro Vibe pedal.
That effect is called a vibrato. What it does is altering the pitch of your note up and down very quickly.
Like what you can do on a fretless instrument... fretless bass for example. When you are rocking your finger on the fingerboard very quickly you get a vibrato effect.
Sorry for the snarkiness before, but I haven't been snarky to anyone in a while, so...
"Metal" is a designation of heavy distortion generally used in reference to the guitar sound found in heavy metal style music.
In this and other cases, it is a name given by a manufacturer to an effects pedal to invoke the pedal will give a similar sound as found in heavy metal style music.

didnt sound like a vibrato to me i play upright and that sounded different

Right, that's precisely what I'm saying. "Vibe" is not vibrato. It's more like a 2-stage phaser.
I play laying down and it sounded like a uni-vibe which is a variation of phasing with two stages and a very prominent "pulsing" quality.
Yeah, "Vibe" in the effects world has little to do with "Vibrato*."

I seriously wouldnt recommend that for a bass, you will lose a lot if not most of your bottom end. if you need distortion for bass i would go with the electro harmonics big muff pi bass distortion pedal.
i have one it you get really nice tones from it, theres also a version for the guitar as well.
