modulation or filter?

So I am trying to fine tune my effects chain. But it seems to be a grey area as to whether a phaser would be considered modulation or filter. Any input would be appreciated

A phaser definitely is modulation, since the effect is varying periodically due to an LFO. That is the very definition of a modulation effect.

However, the question of whether it is also a filter effect is all about semantics. It DOES have filters in it. The notches in the signal are achieved by passing the signal through a series of all-pass filters, which don't actually filter anything, they just shift the phase of the signal. When this is blended back in with the original signal, you get cancellation at certain points in the wave, causing notches to appear in your signal.
