Mono -> Stereo

Is there a software program where I can take a mono track and put into one side of the speakers, then take another track and put it on the other side of the speakers? So, we would have two tracks playing at the same time, L side would have one track, R side would have another to make a stereo sound.

Does this make sense? Any programs out there that can do this (preferably free ones/shareware)?
