Sorry I can’t help with the ID. I just stopped in to say that’s a beautiful bass, I hope it sounds and plays just as nice!
It looks very much like an Antoniotsay, specialty builder that used a lot of inlays over China made instruments.
They were always one of a kind of short series so hard to follow but it's a hint.

also: i'm almost (but not quite) certain that i've seen similar when shopping for some fretless necks on ebay and/or the chinese sites. there were a number of dragon-centered inlay-ed axes. you might search alibaba to compare notes/specs.
