No. This, too, can be fixed. One problem at a time.
Go through the electronics. You have signal. Replace the pots, cap, jack, and associated wiring. Hum is usually caused by bad grounds, poor shielding, or 60 Hz hum from the single coil J pickup. The P pickup should be humbucking.
Next, check the neck relief. See if the truss rod can be adjusted to factory specs. If so, see if the action can be set to decent playability. The neck looks much better than the body; you may have a shot.
Only if all else is done, then address the body cosmetics.

I adjusted neck relief, action and intonation. I started sanding the body earlier today. Doesn't look like I'll be able to do a natural finish due to too many gouges (someone carved letters into it pretty deep) so I am looking at paint now...
