I've never had a rockbass but I've got a 2005 corvette fna jazzman 5 string with a thick, ovangol neck and a 2016 streamer stage I 5 string with a thinner, maple neck. Both necks are very stiff and truss rod adjustments can take as much as 24 hours to really fully take effect. If the truss turns try it incrementally with time in between. If it won't turn and the neck is like that than it's probably shot. The cracks at the neck pocket are probably nothing. Even if the wood is cracking thin viscosity super glue and some clamps can secure it. I don't know if that is normal behavior for the electronics.
It sucks when a bass arrives in worse shape than expected. I bought a broadneck streamer stage I from GC who told me it worked perfectly and the finish had normal wear from use but was in decent shape. When I got it the electronics hummed like crazy and the finish was obviously a poorly done refin. You could see deep gouges from sanding and the whole thing felt tacky.
Hopefully you'll get this worked out one way or the other. I returned the bass from GC and found my current streamer for a better price and in near-mint shape a few weeks later on craigslist.
