Neck damage question

Hey guys, looking for a bit of advice.

A used bass I'm looking at has some damage to the back of the neck. It's a fender style bass.

The rosewood strip on the back of the neck is bulging out a little bit. It's cracked the finish on at that point too.

Is that fixable, or is a sign of something gone wrong. I assume it would only get worse if tweaking the truss rod?

I doubt that is the differential expansion of the woods. That appears to be failure of the glue. Take it out, clean it up, and put it back in with good new glue. Not an easy thing to do for a diyer but if you're careful it can be done.

The truss is not currently functional. Is that needed?

Hopefully it won't need a tweaking in the near future, but I was meaning that it is something that can be fixed.
