What is the best pedal for fretless simulation.

I'm not aware of any pedals that simulate a fretless sound. It would be pretty difficult thing to implement.

The new Zoom MS-60B has a fretless effect I haven't heard it though.

The Zoom B2.1u attempts that. You'd have to judge if it is good enough but I like it.

There are LOTS of digital multifx with fretless simulation, and they all blow.

The fretless simulator on the Zoom B3 sounds pretty cool if you dial it in right but its more of a subtle filter. It sounds nothing like a fretless.

Whenever this discussion pops up we usually end up with a general agreement that there's nothing that really works that well and you'd be better off putting the money towards a cheap fretless bass.

You could have a look on the TC vibrato.
here a video where you can see a demo. (wait the end to see the pedal used on a fretted bass)


Of course that will not transform your fretted bass on a fretless.
But maybe that could help...
