My rule of thumb is cut string length 4 fingers widths past the post you are stringing to. For me, this results in a comforting 3 wraps on each post. YMMV

I'm one of the thirteen. So far the OP has not reported any issues. No tone problems regarding the string/nut angle, no tune slippage. From the picture, it looks like it is done like a hitch knot which should hold as well as a wrapping it 6.023x^23 times.
Ok, it looks funny to many people. That doesn't mean we should dogmatically declare it's wrong. Here's an idea, call the guy who did the set up (no need for arrogant scare quotes) and ask him why he does it like that. I'll bet it's not his first rodeo. Ask if he gets any complaints about it.

Well I can see your point but that seems a little like driving with bald tires in the rain. You could say it's working out so far but . . .
And for this guy or whoever strung it up, it might work for them. But I'd have to say when I worked on the counter at music stores, lots and lots of months' old, recently purchased guitars and basses who were on their first re-string by their owners came back with the same complaint: 'I really like the axe, but I can NOT get it to stay in tune', and they would all be strung up like the pic in the OP. Personally, my favorite were guitars with wiggle sticks with uncut strings tied into those loops over each key post . . . . . .

I cut one of my tapes too short and barely wraps once but it works fine. Annoyed at first.

Thank you all for the replies so far as it is nice hearing from both sides. While it did play fine, other than a slight buzz on A, I am with some who have replied and just prefer more wraps. They asked about action height and I asked for as low as they could go and a slight buzz was ok. Re-strung it today as I can be picky at times as others have noted with wraps. Also, I have been researching the topic of set-up a lot even before this bass. Most recent was the Jeff Berlin set-up vid on youtube with Jason Glasier in Nashville. After reviewing the neck relief, and such I added a bit more bow to the neck and restrung. After playing for a little while it was a big improvement over how it was when it first arrived. Lesson learned and I think I will stick with my own set-ups from now on. Just need a little more time on the intonation and bridge set-up.
It is not wrong persé, though as a payed service it is not good. Even 1 winding works, but the standard is 3 windings.

Unacceptable. It's not even a case of "he always does his like that", it's more of "he's being paid by the customer to do it correctly". This may be okay in a pinch if it's a spare string on your backup bass for the last encore of the night, but starting out like that? No. If you brought your car in for an oil change and the mechanic only hand tightened the oil pan plug halfway, you'd be upset that you could easily have seized your engine, yet this is okay because it didn't cause irreparable damage. Got it.
That's how I do it, but sometimes it takes me more than one try, so I start a bit long and re-cut if necessary.
If I paid someone for a setup and got it back like that, I'd be pissed off.

I will contact them and it would be nice to get another set of strings. But the big issue I am dealing with right now is UPS lost an SVT II non pro and it doesnt look good tat they will find it. Argh....... Scanned in at their Sharonville, OH location, but there has been no activity since. This was on the 24th and there is a few more days left on the investigation.

My thoughts exactly, but this is round number two with them and lost Ampegs. When my SVT project shipped, they had to find it as well a few months back. But it was a day or two, they located the package and it was rescheduled. With this one, I have not heard a word since opening the claim and they state the investigation takes 1-8 days. There are 4 days left and no one has any info. How they loose such a large package is beyond me.
As been stated ad-nauseam, 2-3 wraps is ideal and what is recommended - but - if what you are doing works for you, then rock on my friend...rock on.
