No sound from Bass

Time to take a peek under the hood, so to speak... unsure what the battery has to do with getting a signal out in passive mode... tell me you can play this thing without a battery.
from last time i checked it was soldered in , i can re-soldered the wires just to be sure
i was looking at all the wires in and put of pickups and preamps , nothing loose there.
If you're certain the preamp is bad, wire the pickup(s) straight to the jack to eliminate the pickup(s) as being faulty.
i tried to test your idea . Got to no where assuming . I think at this point i will end up taking it to a shop
make sure you didn't solder one of the leads of the pickup(s) to the "Ring" terminal of the TRS (Tip-Ring-Sleeve), because the Ring is the one that turns the battery on.

i will try again i think i connected to the ring instead
If you're not sure which is which, use your Ohm meter to check continuity between the terminal & the tip spring.

unfortunately i don't have ohm meter , but i think i know what i did wrong. . I will try again tomorrow and see if i can get any results

yeah i have hardware store close by but close now , i will pick one up
