You might to well to work back through the chain to work out where the noise is coming from. The amplifier is just 'amplifying' what goes into it. If you feed noise into it, you'll get noise out of it, just louder. Accentuating certain frequencies just makes the noise louder.
So work back through all stages before it hits the preamp.
Do you use compression, this will raise the noise floor?
Do you use overdrive and other effect, even subtle?
Have you tried other cables?
Have you tried other basses, perhaps it needs better shielding?
Is the noise the same at every venue? It could be a mains issue.
If it can't be solved like this, than a noise gate in the fx loop might be the answer. You'll still get the noise when you're playing, but it's cuts out when you stop. The idea is than in a band scenario, you won't be able to hear the noise when you're all playing.
