I play an Ibanez SR506 (it's the the older model with the Ibanez-made pickups, not the Bartolinis) and I get a lot of what I would describe as "string noise" when playing with my fingers. My friend described my bass as sounding "clacky". Do this have to do with the action or the pickups, or is it just a sign of a poorly made bass?

Try lowering the pickups. I have heard this works fir the 'clacky' problem.
If that doesn't work then maybe you could try raising your action...

If it's a Zing Zing type sound when you move around then it's your round-wound strings. If it's a buzz when you're sustaining a note then it's your setup to low. If it's a clacking sound then it's likely your strings slapping against the frets when you fret notes.
Often Clacky can come from your hands. Your plucking hand can generate alot of Clack if you're heavy handed. (I always was due to mainly only playing live rock with high stage volumes and unconsiously playing heavier.) Now i'm almost always playing in controlled settings and it became brutally obvious that I needed to get my right hand under control.
