I used to own that same model, and I have worked on MANY Peavey amps over the years. IIR that model uses a triac in the power on circuit. Check to see if the amp has the correct fuse, and if you have a meter check for line voltage on the PT primary.

As the the "Parts Guy" for one of the largest parts vendors in the country, i talk to a lot of techs and repair shops, and we go through a boat load of transformers on peaveys (older and newer.) I'm not saying that's what is wrong with the unit, but I will refute the idea that transformers don't go bad often.

And let it sit for a day before opening it up. There are capacitors in there (think very high powered batteries) that have enough juice in them to fry a human being in short order. By letting it sit unplugged for a day, the charge they hold will dissipate.
