Original 1991 or 1992 Gallien-Kruger MB-E head issue...

so I finally plugged in my original MB-E head that I got when I was 14 or 15...
Funny thing is I only get output to the speaker cabinet when the limiter circuit is turned on...

Anyone else have this issue?
Its been so long since I've used this amp, not sure if this is the way its supposed to be or not.
