Peavey Basic 112 w/15"?

No, stuffing a too-big speaker into a too-small cabinet is never a good idea, and could be dangerous to the speaker as well. Unlike guitar cabinets, bass cabinets are designed to work with a speaker's specific Thiele-Small parameters, and not following the design leads to poor performance or even speaker damage.
Depending on which generation Basic 112 you have, you might have the option of connecting an external 8 ohms cabinet, which will get you the full 75 watts and more speaker cone area. This is a more assured method of getting more sound from this combo.
