A frustration I have with Peavy - as I do with Ibanez - is they have many models that look very similar but are vastly different in quality and price. Makes it hard to sort out what's good from what's not, save for the old maxim "You get what you pay for".
It is no more difficult to tell the difference between a MIA Cirrus and a BXP Cirrus than it is to ID whether a Fender is MIA, MIM, or MIJ.
It sounds like you played a BXP Cirrus since it was Indonesian. Trust me, American Cirrus basses are as high quality as any production basses made anywhere!
