Peavey T-40

My T-40 when both pickups are on the volume is half as loud as if one pickup is on? HELP!

Is your phase switch set correctly? Also, are you in series or humbucker mode?

my buddy has it at the moment but when i last played it, it was in phase and in series i think. I just got this bass today and ive been looking and some are saying its the pickups them self's but i don't know.
