I play electric bass with the band i am in, and i just got an upright. I want to play the urb on some songs, and the ebg on other songs. It would be very expensive and inconvenient to have a eb rig AND an urb rig on stage at the same time. I was curious, if i have some very transparent speaker cabs(bag end, ea, epi, etc.) and the bass guitar head of choice, could i plug my upright pickup plus preamp directly into the effects loop return jack as it is a power amp direct input and use the onboard tone controls to eq my sound?

Double Bass plugging into the effects return jack of a electric bass amp?

Sure you can plug into the effects return. What is your head anyway? There are some heads designed for electric that work well for double bass as well(ie//Gallien Krueger).
9/10 times, if you're plugging directly into the loop Return, that's post eq. Depends on your amp though.
It sound like it could be a solution for doubling gigs, where you need an electric sound, and a DB sound - your DB pre goes into the loop return, your electric into the amps front input. You might have to unplug the bass not in use (try it out with your amp and see) but at least you won't be mucking around with eq settings in between songs or sets.
I expect different amps will vary as to how well their effects "return" jack would work for your intended purpose as a second input.
I just checked and my GK combo cancels the signal from the main input when you plug something different in to the effects return. I expect most series effects loops would behave that way. (Some amps run or can be switched to run "parallel" - some don't.)
Actually, that could work out okay for doubling purposes if you don't mind leaving the DB unplugged while you're playing electric. Then while you're making the switch, you plug the DB cable in and the electric is automatically muted. Might not be so handy if the return jack is on the rear panel, though - especially if the amp is going to be in a rack case.
You might do a search for "doubling" to get some other nifty ideas for how to play BG and DB thru the same rig.

You might just be better off plugging the electric into the FX return, as the upright probably needs the high input impedance of the main input channel.
I've used a preamp into the return on the GK 1001RB-II with Bag End cabs with acceptable results.

My amp is a SWR redhead. I just got my upright like 2 weeks ago and dont have a pickup yet but i will in a week or so. I want to upgrade my amp and i want to get an aguilar db 750, and two bag end cabs. I think i want the s-15l-d, and the s-15lx-d, one with a tweeter one without.
My idea was to plug the my p-bass into the main imput and leave my urb unplugged until i needed it for a song, then plug it in and play. As far as i have heard, the bag ends are fairly transparent and articulate and would be ideal for electric and upright. does that sound accurate?
