Popping issues in tweeter, ampeg 6x10

I can only assume its in the xover or Lpad. I changed the tweeter and still have the same issue. Before I go rebuilding components or changing Lpad, could someone give me their opinion. The tweeter makes a very static like sound. Obviously it goes away when Lpad is turned down.

Does it happen with multiple amps and cables?

If you have your tweeter out you can hit up a tech for a sweep test to tell you if the tweeter is alright. I do not know exactly what this entails, I've got a guy and he has a machine...

You know I haven't checked another amp. Ill try that next. I have already tried a new tweeter and it did the same thing so I don't believe its the tweeter. I did change cables also. No change.
