No band is perfect.
It was a loose band when you joined and it’s still a loose band.
You will probably never find the perfect blend of casual and serious professionals in a band.
Nobody in the audience cares what the girl singer sings. It only bothers you.
You mentioned the band leader is a local with a following. He has all the power and leverage in this situation. He can always find a new bass player and drummer.
e can find a drummer, bass player and guitar player. He would be losing the strongest part if the band.

The BL assured us that he’s on the same page as we are. He’s seen the eye rolling and her indifference, or should I say “ Diva like” attitude. Being 81 he’s not always able to make it through 4 sets and one night he left after set 3.This would imply to me they see her angle as more important...and she dismisses your concerns. Maybe they do too.
I wouldn't hold out much hope you'll get the changes you seek.

People who think they sing/play better when drinking actually do not.She had been drinking heavily but he was unaware of it.

At some venues, this could be considered part of the show people come to see.Stumbling around on stage can't be a regular thing.
Not a good look... and an abuse of everyone else's commitment, tbh.
