I'd buy a Zoom B1four as a cheap multi fx with amp and cab sims (it has got aux in and headphone out) and use a pair of headohone he already has.
Then I will let him understand with time what he needs, both for home practice and band reharsal.
There are a few solutions. I have an inexpensive mini-amp, one like the Vox, but it was cheaper. You plug it directly into the bass any plug in any headset that has a 3.5 mini jack. Old Apple headsets are just fine with it. Or perhaps better yet, get the kid a Fender Rumble 15 ($90) or a Rumble 25 ($130) and he can still plug headphones in it for silent practice. There are often used amps of this type on the market for 30%-50% lower in price. At some point he will want an amp. IMO buying used works because you can get most of your money out when it's time to step up.
