Question about RCA theater speakers.

Antique PA speakers probably won't work well for bass. Those are designed for a horn cabinet. They might be valuable, so I'd put them on Ebay and put the proceeds towards buying some proper bass speakers. Right now someone else is selling a pair (not in the best condition) and they think they can get $1,000 for them.

I have a pair of RCA MI-9449 15.5" 30 ohm theater speakers which I intend to recone and install in a bass cab.
Unless loaded in horns as they were intended they won't work very well. Does your cab look like this?

My question is how do I match impedance to a Gallien Krueger 400RB amp?
You have them reconed with an 8 ohm coil.

Yes, the cabs they were out of look exactly like that. I've heard they have very low frequency response.
The response is from the cab, not the driver. Put that driver in a typical electric bass cab and they won't do squat below 100 Hz.
If they only go down to 40 hz, that's no more than your typical ported 410 or 115.
The RCA cab is likely down only 3dB at 40 Hz. Your typical ported 410 or 115 is down at least 10dB at 40 Hz. But a tad more portable. :D

At the radio museum in minneapolis there was a conical horn cab from the Minneapolis Orpheum Theater from 1929 or so. The unit hung from the center of the ceiling. IMMSMC it was about 6' across square and flat a couple feet thick.

It was only a MONO system, as it was put in for TALKIES and amplifying stage productions.

They had it sitting on a big table.

It was very low power, but kicked like a mule on a very low powered amp they had on it. It also sounded phenominal with a driver that looked like a modern day tweeter like a big ALTEC unit stuck on the end.

I was just out at the museum's website the other night looking for photos of this thing to show you guys but no cigar. It was the first place where I played a Theremin though they have an original RCA.
