Double Bass Question for anyone who's played Chicago the Musical

So I've played this show for about four different productions in varying professional versions. And I've never caught this before, and wondering if anyone knows the answer.

In "All I Care About," after the big intro and Billy Flynn says "hit it," is that supposed to be a switch from tuba to bass? I just assumed the arranger wrote in the wrong octave. I only noticed it when I heard the West End version do just that.
