+ Quote / Toggle Multi-Quote

Sorry for the newbie question here, but can someone help me understand exactly what the "+ Quote" / "- Quote" on a post does? The tool tip reads "Toggle Multi-Quote"...but it's not apparent to me what this actually does.

You click “+ quote” on multiple replies in a a thread, and then “insert quotes” in the reply box to insert the quotes. “- quote” will remove it from the list of quotes you selected.

I know, 4 years old thread, but:
I just noticed that when replying with quote, it only quotes the last part, if there was already quoting in the message.
The previously quoted material isn't included.
Is this something that appeared with the new forum software?
