Readymade DC cables for a center-minus fx board?

I was in the midst of reconfiguring my effects board, and wanted to truncate some of my readymade DC cables to fit my board more neatly.

I cut my first cable, and find out that the center pin (=minus) is wired to the core, not the shield. I cut my second cable. Ditto.

...Wow...

So here's an open question: was I extremely unlucky, or is this common? After all, it does seem true that center-plus is more common for non-stompbox applications.
