Double Bass Schumann No 3 question

Can someone please explain the rests in these bars? Time signature is 4/2. It makes sense where the "hanging" rest is 2 bars, but the same rest is repeated in the following bar, by itself?? Shouldn't there be 2?

What am I missing??

A hanging rest by itself denotes an entire bar of rest, regardless of the time signature. It is short hand for “don’t play in this measure”.
