It depends upon your genetic potential. I had gloriously long, rock & roll hair for years. And then, I started to develop male pattern baldness. Just on the top. The long hair made it really noticeable as it pulled the remaining hair down with its weight. Pretty soon I looked like a hair comet. About that time I got married, so who needs cool hair anymore? Now it's short and sassy!
I look a LOT better with long hair, mainly I keep it in a pony tail, but not an old school metal one, a girly high one... Just cos it keeps all my hair back. I get a few comments from laydeez about how my hair is in better condition than theirs... But yeah, I looked like a proper wanker with short hair. Might as well make the most of having long hair whilst you can, you're a teenager, so you can get away with it, that's the whole point of the growing your hair phase...
When I was much younger I had very long hair.My advice is to try cutting it fairly short just to see what difference it makes in the way you are treated.You can always grow it back,it wont take all that long.
I recently got my "short-but-shaggy"hair cut and a girl I work with,whom I thought to be a bit of a "hippie-chick" said it looked much better and that guys should have short hair.Other women have echoed this sentiment.
I could get philisophical about all this and say its because girls want to be the frilly,flashy,dainty ones,while they want guys to be the solid,stable,secure,strong ones,but I'm probably full of BS.

i think im going to keep it. although it gets in the way, i would miss it a lot of the time i think

I hacked over a foot of my glorious blonde locks a few months ago and never looked back. I thought I would miss it after so many years but no worries. I dig the short look as well. You will still be the same guy.

It's just a matter of opinion. Every cool chick I've ever met digs guys with cool hair.
Consider styling it differently. Dreads were suggested, but maybe look for different ways of cutting it, but keeping it long.
