^100% this. I've worked in child care (preschool, before/after school and summer camp) since '86. When I first started, the kids constantly bugged you about going outside not matter what the weather was like; you could hardly keep them in! Over the past 10-15 years, if it's "too hot or too cold or too windy or if it's dark or anything else other than 100% comfortable," as hbarcat put it, they whine about having to go outside. Unfortunately, many adults feed into this as well. I've had parents request that their children stay inside all day because they think it's too cold. It's the middle of winter in Sacramento, CA, and the temperature is in the upper 40s, and they want us to babysit their kids inside all day?! It reminds of something the comedian Sinbad said in our of his comedy routines - "It's 50 degrees; CLOSE THE SCHOOLS!! SAVE THE CHILDREN!!" I can assure you that when I was a kid, there were very few weather events that kept us inside all day.
