Honestly, unless you're using a shared bank account, there's no reason for couples to be telling eachother what purchases to make. -_-

However, if you're both using the same bank account, and you've agreed to 1 bass per year, then you just honor the agreement and don't buy it. Maybe re-negotiate around christmas time/new years.
