One of the articles said it was Inconel, but no specific alloy. That stuff is expensive for sure, but hardly unobtainium. A piece like that would have probably been in the hundreds of dollars new but the recycle value of a somewhat charred piece? Probably not that much.
One would hope, but there's some law to be settled into just who pays for what. The details are covered in the articles, but hopefully someone will step up and do the right thing. It's far from automatic though.
At the moment, the piece seems to still be in the hands of NASA. One would hope that any negotiated settlement would include its return to the guy whose house it perforated. It's not like it's hazardous or anything.
Again, all of this is yet to be settled.

There's nothing on SpaceX.com about a launch tomorrow.
According to this article from Nasa Space Flight (NSF) site, dated today, Starship launch targeted for sometime in May.

Some useful real estate info there, who knew Bushwick apartments were measured in space vehicle sizes, and are similarly priced.
Seeing as it's pretty big, highly reflective, and pointed at the sun, it should be a pretty interesting object to watch out for in the night sky.
Not anything like as large as the ISS, but being twice the altitude, and given the nature of the experiment, should be avoiding the Earth's shadow, and remaining visible.
