What effect would simply replacing the aluminum voice coil cover on an early 1502 Peavey Black Widow with a paper one? Highs, mids, lows, hiss noise etc.

Unpredictable, as the effect would depend on how the paper dome compares to the aluminum dome in terms of both stiffness and weight, and you don't know that. I had a discussion regarding aluminum dust covers verses paper ones with an engineer at MISCO speakers in about 1969.
He said they used the metal ones because they were pretty, there wasn't a positive or negative regarding them. Totally interchangable. Misco's speakers are recognizable as the ones with the black dot vent in the center.
SO, if you are reconing do whatever you need without suffering a positive or negative. If you want to rip off your dust cap and stick another one on without reconing the speaker, well then... Don't jam that screwdriver through your hand while you're doing it.

You cant change the aluminum dust cover on a peavey 1502. The coil form and dust cover are one piece and act as a heat sink. You can get a replacement basket with the paper dust cover though.
