Here are a couple pics of my 51 Squier CV. This neck has not been touched in any way. My regular model is in isolation, so I had to use my stand in Tyla View attachment 3802895

It may be something about the foto, but that headstock looks like it's bowed upward as well.

No, the headstock on mine is the same way, it isn't the photo. I wonder if it's how it was designed

No, a veneer would mainly be cosmetic but that said 1/8th is a pretty heavy veneer. More like a cap than veneer. It would add bulk to the thin area ,that bulk might be enough to stiffen.

Does the peghead spring back straight when you slacken the strings ?

yes it does spring back. When the strings are under full tension. It moves forward almost 1/2"

This will sound pretty crazy but I'll run with it anyway Do you recall the "fathead" for Fender basses years ago ?
It was a bit of brass you mounted to the back of the headstock to reduce deadspots. This was it.

I wonder if something similar would stiffen your headstock. If will add weight up there,maybe enough for neck dive.

Actually I did consider adding a metal laminate to the back. I'm a sheet metal worker so I could have easily done it. I decided against it and put a Fender Modern players neck on it. Ended up modding the whole bass. Not much of the original bass left. Pretty happy with it though.
