There was a thread from ages ago I can’t find where someone found a weird little voodoo doll stuffed in a hole under the pickguard of their 51 Reissue.

I decided to change out the cap on the tone control and when I took the pick guard off I noticed a partially drilled hole above the control cavity that seems to have a small piece of red paper in it. The paper appears to have someone’s initials on it. Anyone see anything like this?

My guess is the guy building the body needed a quick glory hole at break time. Did you clean everything real well once you removed the pickguard?

Basses, like chickens, have an "egg tooth" which they use to break out of the shell. It's sole purpose having then been served, this horn-like protuberance drops off, leaving the unsightly hole you have inadvertently discovered. The factory then installs the so-called "pickguard" to conceal this ghastly cavity and ships the bass to the retailer.

I only wish you could've been spared this traumatic experience. There really ought to be a prominent warning in the owners' manual...

I work with CNC's everyday and although that big hole could be used as a reference point (or anchor point as we call them here), there's no reason they couldn't use much smaller holes in spots that are going to be either routed away or hidden afterwards (pickup cavity, under the bridge, etc.).

Depending on the location and series they do use other anchor points, the lower bout anchor like this (and one in the neck pocket) is - as best I recall - a hallmark of MIM production.

A davit is a small crane attached to a boat.

I would call it an indexing hole.

It's called a holding-it thingamajig. It's cut with a thingamajigsaw and is used to maneuver the guitar through body shaping and finish booth.
