Falco by far. Falco had two amazingly great original hits, although in America, the English translation of "Der Kommisar" was a bigger hit. And that blows away a guy whose only hit was a cover.

Let us not forget the English version that was a big hit in the US was by ATF, After The Fire.

Edit: Someone beat me to it. Anywhoo ATF was literally a one-hit wonder.
