tap tempo/sequenced loop/channel selection

so- tayste's post regarding the molten voltage toggle got me thinking:

say you had a 4 channel parallel effects loop built with expression-capable volume control- and got an external device to send volume min (mute) expression data to 3 channels- and volume max (on) to the 4th channel. bouncing the "on" channel around would create the same effect as the toggle- just more versatile.

my question is- does such a device already exist? (not the mixer- the controller/sequencer thing). i know nothing about sequencers- but does what ive described sound like something a sequencer would do? could you program a sequencer to do various on/off patterns- store those patterns in banks- and then synch them with tap tempo on the fly?
