Orzabal wrote it.

I've found Curt Smith has comparatively few writing credits in that band. My sense is that the way they work together is that Orzabal generates the ideas and Smith helps move the ideas through a process to make them more palatable to more listeners. Like a producer.

I like the Orzabal-only period from TFF just fine but I can hear the absence of that kind of sounding board in the music. It's more raw and straight out of Orzabal's head.
