As long as the neck is straight and the wiring works you got a deal. It should clean up nicely. I have resurrected a few abused basses like this and been very happy with the results.
One of the things that I do is to strip the bass as much as possible (remove strings, pickguard, pickups, perhaps the bridge), and to use my orbital car buffer with car polish that has a bit of polishing compound in it. It will take out a lot of the marks and scratches, and shine it up very well. Then, some 0000 steel wool to the back of the neck to clean it and give it a very subtle, non-sticky satin finish. Chrome polish to the metal, new pickguard and maybe screws and knobs, some tung oil or lemon oil for the fingerboard and you have a great bass.
If you strip it, I HIGHLY recommend that you get a roll of the 2" self-adhesive copper foil tape from Stew-Mac and shield the pickup and control compartments, and the underside of the pickguard. This made a TREMENDOUS difference in my Squier P-Bass Special project bass. Don't forget to ground the copper, and it will be dead silent.

The neck is straight and the wiring seems fine other than I need to replace the input jack on account of the genius who broke the pick guard tried to use some kind of play dough to hold it in, so I am just going to replace it rather than try to chisel it off.
I don't have a car buffer and the finish is pretty hashed so I think I am just going to leave it how it is. I think I'll try the steel wool thing and see if it makes it easier to play and then maybe ill try it on my more expensive basses. So it seems that finding a pickguard for this bad boy is going to be a little more difficult than I thought.
I count 14 screw holes when it seems that most fender guards only have 12.
Can anyone give me some advice as to where to look?
It almost looks like I could buy a 13 hole and then just drill out the one in the middle on the top and it would fit fine. Has anyone done this?

I just PM'd you about a tort guard that I will give you for nothing if you pay shipping. It has holes drilled, and they do not line up to a MIA P bass, but they may fit your Squier. You shouldn't be averse to drilling holes in this bass, you won't ruin it's resale value. If I can find any other parts that might come in handy, I will send them along also. Send me a PM with your address, I'll send it out, and let you know the actual cost to ship.
On a $30 bass, I don't think I'd sweat drilling a few holes for a pickguard, seeing as how any holes in the wrong place will be covered.
If it fits the bottom of the fretboard and has a pickup hole in the right spot, I say snag it.
