I think that's a fair assessment of Kath. He certainly had his own approach and style to guitar playing vs let's say Hendrix.
IMO either one could play the others music if needed. The big difference I see between the two is JH is more fluid and smooth in his playing style whereas Kath is rather herky jerky. JH caresses his guitar, Kath mugs his.
Both sound great and we're top players in their day, but when all is said and done, I can listen to an entire album with Kath playing, while I struggle to get more than a few songs into any Hendrix album before I've had enough.

I totally admit to being a drooling "Chicago" fanboy. I also got to see them 3 times before Kath's death. If one listens to tracks other than their hits, he's equally at home in jazz guitar and undistorted, sweet playing. He used one pedal: a wah-wah and got more sounds than a lotta modern players with a double wide board and all kinda digital effects.
