Some nerve damage from carpal tunnel (not bad enough for surgery, apparently), plus some other, as yet undetermined, issue(s)

I won't opine on the right hand for lack of details.
Carpal Tunnel Syndrome causes nerve damage through compression. As long as there is still nerve function, function will slowly return after surgery (slowly meaning months to years). If it were me (and it isn't), I would, at a minimum, seek steroid injection(s) to reduce swelling and provide relief (assuming you have ongoing symptoms).
Seek out a hand specialist (assuming there are some in your area) if covered by insurance/HMO.
