G&L did that finish years ago, I think they referred to it as the "swirl/bowling-ball" finish. It's a basic Decorative Arts technique using crumpled cheesecloth dipped in (thinned alkyd) paint to 'pad' the texture (in that case black) over the base coat (red/green).
This example is dark blue over light (metallic?) blue - then clear-coated. How it's textured depends on how it's applied, which can vary. Any base colour, any texture colour.
If wanted, the application can leave more or less of each colour effecting the overall composition. I've yet to attempt this technique on a bass but it would result in a fun finish.

I had a blend knob since I bought this bass and was never satisfied. Today I ripped that out and installed a stacked VV. The dynamics and colour of this bass has just come alive! I am now convinced of my blend knob hatred and love VV. Downside: the big goofy knob.
