Thirty-one states require their motorists to display front license plates and plates on the back of their vehicles. The “Rugged Nineteen” states that require only one plate include Alabama, Arizona, Arkansas, Delaware, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, New Mexico.

If you look closely, you can see that CRV and minivan in the first picture don't have front plates, but you do see that they have back plates in the second picture. As for the gold Toyota with no back plate, I suspect it could be from a state that only requires the front plate.

Doubt it . The cops would have to have something to read as they follow you. Front plates are not illuminated like rears. My guess is that it is a new purchase or in the midst of changing plates.

Could be a new car recently from the dealer with a tag in the front window until plates arrive.
