Best guess: It's a pixie's S.C.U.B.A. tank. They've resorted to living in the storm-water system — hard times for the little people — and one beleaguered pixie got a bit careless. I fear for her safety.
That's interesting. There's a bank about ten yards away from this outlet.
My second guess would've been one of these.
Pixies may also have a use for these canisters. I knew one particular pixie from Watsons Bay, forty odd years ago, may not be a typical pixie, who took a shine to these little shinys, among other things
This gun angle is possible. So is the whip-it scenario. In my experience, it's not like most cyclists to be littering the streets. These things are a real hazard to two wheelers. I'm ruling them out. Cycling through.
