Having built ONE guitar amplifier, and tweaked a number of others, I can also restate the safety cautions in the replies. Building an amp will not kill you, powering it up may do it. Tweaking must be done with your left hand behind your back. Be sure to look at amp gut images, or, better yet, get access to an old point-to-point wired amp and open the chassis and see how it has been built. Be sure to construct the amp so that any soldering can be done easily so you won't need to go around tricky corners to reach with your iron. Get the highest quality components, especially the transformers are key here. Use recommended capacitor values, do NOT use too much margin in the power filter section for instance. Have a ready-punched/drilled chassis to start with, or get someone to make one for you.
Taking the above in account, calculate your bill of materials. Then look at e-bay for vintage tube amp auctions, and make a go/no-go decision based on what your BRAINS tell you.
