in your opinion, what is the most difficult piece you have personally seen an undergraduate perform? If possible, please list the school and the performer, and/or the bassist's teacher.

I can't speak for seeing many undergraduate performances; but I can recommend what I did on my undergraduate last year.
That is Sankey's Carmen Variations: the piece is a work-out and a half to say the least. As well, a good undergrad recital piece would be either Koussevitzky or Bottesini concerti, a Misek sonata (like no. 2), or a Proto concerto movement or two.
It's really up to the performer, and what level of playing they feel like they can accomplish at the designated time.

Tairy Willfordsen, a senior at South Dakota State, performed the Sibelius Violin Concerto on the Double Bass in his senior recital, I believe this was back in '78 so not totally sure of the details. Though not a perfect performance, I would say that this was the most difficult piece I've ever seen an undergraduate perform.
I once saw a guy hack his way through the first movement of the Dvorak cello concerto...impressive...I've tried the first movement of the Barber violin concerto (but only at home)
"Difficult" is pretty darn subjective. Everything needs to be made into music, and sometimes the "easiest" material is deceptively hard to pull off.
That said, from both a musical and technical point of view I think Schubert's Arpeggione Sonata could be one of the hardest pieces I've performed/seen performed.
