upgrading my Fender P Special

I own a Geddy Lee jazz and a EBMM SUB sterling and I love the punchy sound that both basses have.

I'm looking to upgrade my Fender P Special. I'd like the sound to be modern, punchy and aggressive if thats possible with a P. The E string always sounds full and punchy on my jazz and sterling and VERY weak on my P. What can change that?

What would make a bigger difference, new pickups or a new preamp?

What preamp would be a good choice and what pickups would be a good choice? My P Special is a P/J, should I replace just the P pickups or get a P/J set?

Also, I get a lot of popping, crackly and static sounds when I turn and touch the knobs on my bass. What will fix that?
