Volume reduction w/full volume?

I recently changed my pickups to noiseless in my highway one j bass... Now when I have both volume wide open (full volume) the output is overall quieter... If I have either volume knob pulled off just a little bit, the entire thing becomes louder again... Any suggestions or answers??
 
Uhhhh.. I think that's NORMAL for a Jazz Bass.

When you have both volumes up, the pickups become parallel to each other with no series resistance between them. The volume drop is normal.

FWIW, JTE, I'm not sure where you're getting the notion that this is a phase issue? If the pickups are out of phase, you will hear a distinct thin/nasal crap tone, which the OP said nothing about.

The quieter, hollow, mid-scooped tone is what you get when both pickups are fully open. Unless the volume drop is huge, it's what the J is supposed to do.
