Dark blue might look good. Possibly navy blue.
Try to find some paper or construction paper in the colour your considering and cut one out with scissors and lay it on your bass to get an idea of what it might look like .

I'd go black. Black and yellow. Can't go wrong.
I don't like tort in the first place so i may be biased but i don't think tort would be a good pick here.

Depends on the neck... for maple, I'd definitely say black; for rosewood, maybe vintage/yellowed white?
Not sure why but tort of any flavor turns me off. Same with 2 or 3 tone burst finishes, just not my thing at all.
That said, my latest project is a deluxe j bass with a 3 tone burst and tort guard. I personally don't care for it at all but it's immaculate and the price was right, and I got it strictly with intention to sell it so my personal opinion is of no concern on this one.
