What has a brighter tone, tapewound or flatwound strings?

also, what exactly is the difference in construction of both types?

I changed from D'Addario Chomes (flats) to their tapes.
I found the Chromes to be just slightly brighter, but hardly noticeable.
The D'Addario "brightness" scales shows the Chromes to be slightly brighter as well.

For additional information purposes, the bass is a Short Scale Squier VM Jag.

My Fender tapes (manufactured by D'Addario, I believe), are surprisingly bright when new.
